The Pennsylvania State Police recently announced that the Pennsylvania Instant Check System (PICS) for licensed firearm retailers will be unavailable for use from 10:00 p.m. on Saturday, May 19, until approximately 10:00 a.m. on Tuesday, May 22.  This outage is due to an upgrade of the Pennsylvania Access to Criminal History System (PATCH)—which is utilized by the Pennsylvania State Police and the public to obtain criminal history record checks.

The Governor’s Task Force was created in response to pressure over the Trayvon Martin case.  The purpose of the task force is to review the “Stand Your Ground/Castle Doctrine” laws and make recommendations to the Governor and the Legislature for and changes they believe are necessary.  On Tuesday, May 1, the Governor’s Task Force on Citizen Safety and Protection will hold its first meeting in Tallahassee. The meeting will focus on administrative matters and no public comment will be taken.

Ky. high court: Gun in glove box legal on campus

Students and staff members at Kentucky universities may keep guns and other deadly weapons in a car’s glove compartment, but the schools may continue to regulate them elsewhere on campus, the Kentucky Supreme Court ruled Thursday.
The high court in Frankfort found that while two Kentucky laws conflict on the issue, lawmakers “expressed a strong public policy” in favor of exempting a person’s vehicle from the restrictions on deadly weapons on campus

Shortly after dropping off her grandson at her daughter’s house in Macon, Ga., 57-year-old Lulu Campbell’s car was approached by two men, who ordered her to hand over money. Campbell pretended she had no money, but one of the criminals warned, “You don’t open the door, I’ll shoot you.” Refusing to open the door, Campbell replied, “You’re gonna kill me anyway no matter what.” The robber then fired through the window at Campbell, at which point Campbell retrieved a gun and returned fire, striking one of the criminals and causing both to flee. Police later captured the wounded robber, who is expected to survive his injuries.
Campbell believes the pair followed her from one of the several convenience stores she owns and has made clear she is prepared to defend all of her stores, keeping at least one gun at each. In an interview with local media, Campbell told reporters “I always carry a gun, 24 hours, 7 days a week,” and went on to note that she owns more guns than she can count.

The National Rifle Association calls state House and Senate Republican leaders’ efforts to block employers from banning firearms in their parking lots a “perversion of the representative democracy.” In a letter distributed to all 99 House members Thursday, the politically powerful gun rights group said it will grade lawmakers on whether they get behind efforts to bring the legislation to the legislative floor. Trying to put the bills on the floor will be “weighed more heavily in our grading process than a vote against the bill on the floor,” NRA lobbyist Darren LaSorte said in the letter.

Today, Legislative Bill 807, Concealed Handgun Permit reform legislation, passed during its final reading on the floor of the Legislature by an overwhelming 48 to 1 vote.  LB 807 was then transmitted to Governor Dave Heineman who signed it into law.  Thanks to Judiciary Committee Amendment 1785, declaring an existing emergency, this law took effect immediately.
