On Friday, May 27, the state Assembly voted to NOT CONCUR with the Senate amendment to Assembly Bill 282 that would have restored the non-refundable fee of $ 25.00 that a county sheriff can charge in the issuance of concealed carry weapons permit renewals. A conference committee will now be formed to iron out the differences between the state Assembly and the Senate. Please contact members of the conference committee as soon as possible urging them to support AB 282 with the non-refundable $ 25.00 fee cap and that the costs associated with the background investigations on permits be spelled out in the statute to protect Nevada’s gun owners. The 2011 Nevada legislative session ends on Monday, June 6, so time is running out to move this measure forward!

On Monday, May 23, 2011, the CRPA Foundation and a number of San Diego residents had attorneys from Michel & Associates, PC file their opening brief in the Ninth Circuit Court of Appeals in their appeal seeking to overturn a U.S. district court ruling from December 10, 2010 that upheld San Diego Sheriff William Gore’s restrictive and unfair policies in issuing permits to carry concealed firearms.

Sen. Chuck Grassley (R Iowa) is vowing to block President Obama’s nominations until he gets detailed answers on a controversial program that resulted in drug cartels acquiring more than 1,300 firearms from the U.S.
Grassley is pressing the Department of Justice (DOJ) on who initiated the “Gun Runner” program that authorized the sale of guns to people acting as straw purchasers for drug cartels in Mexico. Gun Runner might have contributed to the death of at least one federal agent.

Friday, June 3 is California’s legislative crossover deadline date. If bills do not pass in their respective legislative chamber by this deadline, then they are defeated for the year. It is imperative that you call AND e-mail members of the state Senate and Assembly Appropriations Committee to OPPOSE SB 124, SB 819 and AB 809. Also, the state Senate did not vote on anti-gun bill, SB 427, yesterday. The Senate will meet again this Friday, May 27. Please call and e-mail your state Senator TODAY and urge him or her to VOTE AGAINST SB 427.

Illinois: Privacy legislation moves forward

Gun owners’ identities would remain shielded from public disclosure under legislation the Senate overwhelmingly approved Friday and that Gov. Quinn signaled he would support.
The 42-1 vote for a bill now headed to the governor’s desk represents a victory for gun rights lobbyists who sought to keep the owners’ names private after Attorney General Lisa Madigan contended that lists of those with Firearm Owner Identification cards should be made public under the state’s open records law.

Oregon NICS Legislation Needs Your Help Now

On Tuesday, May 17, the Ways and Means Subcommittee on Public Safety heard House Bill 2791. HB 2791 would transfer background checks for firearms purchases from the Oregon State Police (OSP) to the National Instant Criminal Background Check System (NICS). There is no reason to pay the OSP for the same service NICS furnishes at no charge. Please call and e-mail Senate President Peter Courtney and House Co-Speaker Arnie Roblan and respectfully urge them to direct the Ways and Means Co-Chairmen to move HB 2791 forward.

The language in South Carolina’s Right-to-Carry Reform bill, House Bill 3292, may soon be amended to restore this bill’s status as pro-gun legislation which the NRA will be able to once again support. While in the House Judiciary Committee’s General Laws Subcommittee, this bill was amended to include flaws that the NRA could not support. Once this bill was reported out of the subcommittee, the NRA began working with the original bill sponsor, state Representative Mike Pitts (R-14) and state Representative Thad Viers (R-68) who authored the amendment, to ensure that proper changes were made to the bill language to reclaim its status as pro-gun legislation. However, H 3292 still remains in the House Judiciary Committee with only a few weeks left to 2011’s legislative session, and it needs your help to pass with the NRA-backed language adopted.

Thanks to your support, NRA-backed House Bill 1652 passed in both the Oklahoma House and Senate with strong support. This “Parking Lot/Employee Protection” expansion bill was sent to separate House and Senate conference committees due to minor differences in the versions of this bill passed in both chambers. As the Oklahoma legislative session draws to a close, this bill has very limited time to be considered in the House for a vote before it can be voted on by the Senate. After this, HB 1652 will still need Governor Mary Fallin’s signature.
